If you are looking for increase in traffic only then Social Media Optimization is good option for you because lot of people are linked to Social Media sites Like facebook and twitter. On the other hand Seo techniques are used to get traffic and higher search engine result positioning.

    One is the part of the other. but if you are asking about the priority then, I would say that both have their own priority. SMO helps in getting rank in PR as well as getting Alexa.
