    To build one way links -

    1. Directory submissions - including free directories i use, and I just submit away

    2. Article submissions - i write them and submit them to some article directories

    3. Blog Links - if you maintain a blog, link to some of your other sites.

    4. Signature links - even though these don't count for much i still do it.

    Spaced out to above working,Blog commenting,Social Bookmarking and social media optimization may certainly help us to drag traffic to our concerned website.

    Use a good quality link wheel: by submitting quality articles to dofollow sites, like squidoo, interlink the articles( every two articles should be linked together in one way, not in both ways), and link to your website from each article.
    It should sky rocket your PR in no time.

    I think articles submission, social bookmarking, rss feeds... will get backlinks easily for higher PR. Besides, using links in your signature can help you do that.
