    Basically is there a site or program that scans your website to see where you are strongest and then suggests current keywords to improve on or suggests others?

    It's a task which you have to done manually a tool can suggest you keyword and their strength but this is your choice which is best for you and why?
    Google Adword i suggest you for keyword research.

    There are some good SEO plug-ins for Firefox that can analyze your site for keyword density, etc, otherwise Google webmaster tools provides you with a list of the most relevant keywords to your site.

    Simply... there's google adwords tool. Also, there are free apps that you can google and it will help you with your keyword troubles. Google is your answer.
