How would a free-hosted Blogger site rank versus a self-hosted Wordpress blog? Would it matter at all?

Well if your competition hates you enough they could report your blogger on different I.P.s and get it removed. That is the main concern. But you can outrank him if you possess the skill.
free host such as blogger is good but due to it is not your own host then it is not value. you should get a good own host cuz you can use it to do anything u want.
