I would suggest not requiring people to register in order to submit proxies. Whenever I see this, I don't submit mine, and I'd imagine some others feel the same way.

Registration helps blocking spammers and those trying to abuse proxy sites by clicking their own proxies hundreds of times to make it to the top proxies.

    Hey Guys,

I have a site where I list Proxy sites. I am trying to find some more proxy sites to list free of charge (for a limited time). Do you know of a good place to advertise this type of thing?

    Thanks

Yesterday when I wanted to create Adbrite ad zones for new proxies a message appeared stating "Ad zone limit reached", and that I could contact their support.

I did that, but there answer today was disappointing as they say there can be no more than 10 ad zones per account: "AdBrite allows advertisers to pause any site that does not perform. If publishers delete and replace zones without improving the placement it diminishes this usefulness of this feature. This is why we limit publishers to 10 total zones per account, including deleted zones. Publishers should only delete and replace zones if they are improving the placement. We can increase this limit in some circumstances, such as a publisher with multiple websites or a longtime publisher that has redesigned the site.

I’ve given your account the ability to create an additional 6 zones. Please design your site so the zones are effectively placed and you can stay within the zone limit. The most effective placement is above the fold so the zone is completely visible when the site loads. Zones placed below the fold or at the footer of the page are less effective."

So what do I do with 6 additional ad zones with many proxies in the queue? I need to find a new ad network for proxies, which accepts non-US publishers. Any suggestion?
