Which one from below can be considered a keyword stuffing example:

    1. Develop Applications | iPhone Apps, iPad & Android Development Tutorials

    2. How To Develop iPhone Apps | iPad Apps | Android Apps |

    3. Develop Applications | How to develop iPhone Apps, iPad & Android Apps

    4. How to create iPhone Apps, Make iPad Apps or Android Apps, Find Tips, Tricks and Resources.

Or all of them ? Thanks.

None of them are actually too bad. Standards vary from niche to niche - so what you should really look at are the top competitors for the keywords. If they use "apps" seven times, for instance, you can safely do the same.

you are using apps in 2 and 4 again and again and as per my experince this could be keyword stuffing because you must have keep keyword density or ratio in mind ... thanks

None of those are examples of keyword stuffing.

An example of KW stuffing, playing on your variations, would be:
Develop Applications | Develop Applications for iPhone Apps, iPad & Develop Android Applications

Number 2 is definitely a keyword stuff because there are way too many unnecessary bars in between.

Agreed. Forget the last one. Of course it's all academic if you then go on and keyword stuff the article itself! If it sounds clunky and repetitive, that's normally a sign of a 'stuff'. I'm far less of a Google fan than I used to be (for obvious reasons!) but I'm fully behind them on outlawing keyword-stuffing. For the title, I would focus on getting your keyword into it early.

all are fine, just change one of the Apps to App or Applications as all treated same by Search Engine..thus you will avoid repetition of words.
