    I have some directories that has #3 spots for some keywords. I do not know if it helps or not but you may give it a try :

    bid-directory.net > #2 premium paid directory
    bid-directory.org > #2 and #3 bidding directory , bid directory
    bidforlink.net > #2 bid for link

    All are pretty well indexed.

    Your approach in the selection of paid directories is not correct. Almost all great paid directories will cost more than $20. I mean popular and high quality paid directories with deep links. Such directories will give you much greater benefit than dozens of others at around $20.
    Quality always wins quantity.

    Great tool. IMO, how many pages cached with Google is also a very important factor for a good directory.
    The pages of 2yi.net, laikee.com and Directoryworld.net are cached more that 80%. :)

    authoritydirectory, 2yi, Egypt.com, Dirgenius (long ago though!)...Kakuki is pretty nice. Another that I used to like was Abilogic.
