Well a good way would be in my opinion is is forum blogs and such - making alot of advertisement and letting alot of people know about the website also the website should offer something that people your aiming toward will be interested in - and offering it free is even better people love free stuff. then after you have enough people and really reached the amount of visit your looking for then you can start charing or putting up adsense or any kinda of ads.
