Buying Need a good designer / some basic coding

We are in the process of creating a website for whipfile.com, a bankruptcy site. The design needs to look very nice, and professional. The colors should match the logo, which is attached below.

Also, we need some basic script where clients can put in their client number and check the status of their bankruptcy, the admin should be able to login and change their status to "In progress" or "On hold" "filed" etc.
