That's because not only do they have no idea what they're doing, but they probably also hired people that don't have a clue as to what they themselves are doing either. You can't say that to all though, there are some good firms out there that can really help you on building your backlinks but there's a lot that are just scams and will hurt your rankings instead of helping it so just be careful.
I believe that there should be a balance between outsourcing and things you do yourself but all that depends on the money you're having for your business. Anyway, its a very nice post.
