    no. If it's 301, then just increase index time, if it's 302, then basically not your site.

    but if you make your own site url more shorter, then helps.

    No! Tiny URL is commonly use in twitter and facebook. It does not give a good expression to the search engines. In short, its only good for promoting long url.

    As DoDo Me said, it just help your indexing time but not your ranking. If you overdoing it then you may be judged as "spam attempt" from Google perspective. I would recommend avoid using this kind of link building since it won't help you in any cases.
