I have an website located at http://www.designersshack.com/.The main keyword I want to optimize is "cheap web design".The site has a lot of backlinks & PR2 but its not in google index with keyword "Cheap Web Design" But generally it can be found on google with its address or name(designers shack).Now what should I do to get it indexed with keyword "cheap web design"?
I noticed you put web design a lot but not cheap web design. So I would suggest you put that in a few more times. Also you might want to make some of your links have Cheap Web Design as your anchor text.

Also, consider as many others have said here - look to utilize off-site seo. article marketing, commenting, advertising, anchor text on other site, guest blogging, etc. to draw traffic to your site. You can you say your website is not indexed for specific keyword ? Have you gone through all 50 Million results for that keyword? Your website is indexed that is better. You must optimize your website for the keyword you want to rank. Also this keyword is very competitive one so you need to get a lot of backlinks.
