Buying Designer/Graphic Artist

I'm looking for a graphic artist to help me design a website. What I'm looking for specifically is someone who can take my requirements & ideas and create a template in photoshop so that I can take that to a programmer and have them create the site as it's designed.

I need someone who communicates well and will work with me to create the design.
