you may create a fanpage with some good and attractive design and use Facebook Ads to advertise it. Cheaper and way more efficient then website Facebook ads.

You should probably do both... use Facebook ads and a fan page. Facebook ads seem to work best when you link them to a page inside Facebook, rather than linking out to an external site. People on Facebook don't like to be pulled out of the Facebook environment. So build a fan page and link your Facebook ads to it. You can then put external links on the fan page if you must.
