For a newly launched website it is not advisable to build links very fast, go for smaller no of submission packages or expand the timeframe for big no of submission.
For a established web site you can build links fast, so bigger no of submission packages advisable

Go for manual submissions. Are all those packages dealing with automated submissions or manual submissions ?

It's totally depend upon your pocket budget if you can pay for highest package you can go with.. Just asked the service provider whether the service is manual or not! You If it's manual it's ok.. no harm if your site it new for big package because directory link are not going to approved same day it will take time to get approved

Honestly, you're not going to see much impact from any of these packages. It'll be mostly low-quality blogs that Google ignores anyway.

Don't do directory submissions on an established website, only use them on new websites.
