The best site to build Flash sites, applications, banners, games, etc. is Flash itself. You can probably get an older version cheaper. CS5 is the latest version, but CS3 offers Actionscript 2.0 and 3.0 and is probably much cheaper. Any version earlier than that does not offer AS3 support, however.

There are templates that can be found for free or for sale on the Web. I primarily use Flash for banners and games though. There are alternatives to Flash, but they are generally inferior in their functionality or will place a watermark. You can get a free 30-day trial of Flash if you want. If you can get what you need done in 30 days, then it'll be absolutely free for you.
Use the software Adobe provides. It may not be free but if you want to make sure everything is going to function properly it's the only way to go.
