reinclusion request

So what are the procedures for filing a reinclusion request now?

I saw the Cutts video, he says there is a link on the lower left side of the sitemaps page, but I don't see it. Do I have to submit a sitemap for the link to show up? Right now, I'm just looking at the page under the 'sitemaps' tab, where is says 'add a site'. Is there a way to file a request without a sitemap?

Others on this forum say the link is in the upper right hand corner, but I don't see it there either.

I'm not banned, but my rankings have been lowered and I made some changes, so figured I would file.

in the Webmaster Tools, it's in the upper right hand corner, hidden under a menu that opens up when you click the Plus by "Tools"

You must verify the site, ie. add a line in your meta tags, the link to fill a reinclusion request will then appear.

open your Webmaster Tools, there is a link call "Tools" at the upper right corner. click on it and it'll expand. Then just click on Request Reinclussion.
