    Wordpress would be fine for that kind of site. You could cut that up into a theme in an hour or two.
    For anything that needs heavy customization I'd suggest ModX.

    Wordpress if it's a simple site, that way you can benefit from the stacks of plugins around. If you need more sophistication, for example, more than 100 pages then a decent CMS, e.g. MODx will be better. It's like running a Mini with WP and you bolt things on to make it go faster .. there's only so many things you can do, and you are in fact limited by a small engine. Whereas with MODx the engine is powerful but the car is less well developed so you have to style it up and do some things yourself.
