my paypal france limited my account temporary please help

i use france paypal but im not from france i just use it coz my country not supported by paypal

after open it to accept payment the ylimited my accoutn temporarly

they sent me this email

We inform you that your account has been limited because we have recently
reviewed your account and suspect that it may have been accessed by an
unauthorized third party. Protecting the security of your account and of
the PayPal network is our primary concern. Therefore, as a preventative
measure, we have temporally limited the access to your account
.

To resolve this issue and regain full access to your account, please fax
the following documents to the number 0821 230 217. Please use the Fax
Cover Sheet available in the Resolution Centre and add your name and the
email address registered on the PayPal account.

* A copy of a recent utility bill, or credit card statement or back
account statement. Your name and postal address have to appear in the
utility bill and be the same as they appear in your PayPal account.

Yes, first you have to make sure that you dont change the location and ip address whenever you sign in your paypal account. If you are travelling and visiting some other country or city, call paypal and mail them saying you will be logged in from different location.

Now, you have to send the concerned documents they have asked you to fax. Collect the documents, scan and save it to your computer files and go to paypal site and upload those documents. Post a short note about your current whereabouts. Most probably after a week or two, they will release your account, if you have provided the correct documents.

but if i sent them credit card info only via my account paypal not to fax? the ywill accept?

and they need billing address same as paypal account i will use only vcc

is that ok?

 

you are allowed to login from a paypal country only
if you country has no paypal - then you will instantly be banned again and again within seconds based on your wrong IP-location
each time you need to go trough a lengthy and time consuming verification check by someone living in france
there is NO need to cheat the system again by using proxy - you may get banned again

just do it the correct and legal way

one possibility is
if you have trustworthy family in france
they open an account in their name and add your email address as second paypal address
that is a legal and correct procedure
however there again YOU never can login into paypal account except while traveling to a paypal country
all paypal account maintenance needs to be done by your trustworthy family member in france and from within france located IP

 

First, make sure you have all the documents scanned whatever they have asked for... Yes your billing address has to be same as your paypal account address as your paypal account is connected to your credit card.

After you have got the documents scanned, sign in paypal and check if they have an option for you to upload the documents and send to them, you will get a long complaint number or something, save it. Its always better to send the documents through paypal site itself, instead of sending a fax and wasting money where it is not required

but their in paypal resolution center they have optional send address proof and there where to upload the document

or anotehr option is bank account

or credit card to verification

i can send since my account vcc only?

also i cant get billing address same with vcc?
