Sorry i did not read that you have tried pay per click, try making your site more search engine friendly , use google webmaster tools , add a sitemap , create backlinks on high page rank blogs, forum, sites , etc.

You need keywords , you cant pick zip codes, well you can but theres alot of zipcodes and you would need a page for every single one moreless, to get a good result in google
