Too high? On what standards? You have 4 cores, that means your maximum load would be 4.00. Your top doesn't really give enough to analyze this more.. If I remember correctly, wa is something to do with how much time core spends waiting on something. If you want to achieve better performance, you should dump Apache.

What else you need to analyze it more??
This is the load when I disabled all my domains
If enabled the load would exceed more than 4.0
What do you mean by dump Apache?

The top screenshot shows 100% wa and 25% wa - which is I/O wait. Your processes aren't using much of the CPU, they're waiting for data from the hard drives.

I'd contact the VPS provider to look into the issue.

because your system is a virtual one, the representation might not be so accurate regarding the loads anyway are you experiencing any problems when load goes 4? 4+?

That is. I/O Wait is the problem of this VPS: You must to contact the admin of the master server and they need to limit the iowait of each virtual server. If there are no limit for user, anyone can be use full performance of disk and the other user will have less resource.

It seems a bit odd that if all your websites are disabled that apache is using that much memory...

Can you check /var/log/messages for any possible system errors?
