I would definitely recommend WordPress to someone who doesn't really know too much about SEO. Especially since there's so many plug-ins.

I think the reason WP is so popular is because it is free, widely available in hosting companies, very easy to setup and use. Also at the same time it has got many in-built features which makes it seo friendly. But the most attractive proposition is that there are tons of plugins that works seamlessly with WP which are great for many kind of on-site seo activities.

Wordpress + SEO Ultimate plugin is the way to go.

Make sure you start off with the proper permalink structure. The latest trend is just to use post title without the date. I've used Joomla too and its not supposed to be as good as Wordpress for SEO, but it's done just fine too.

off site factors are more important to SEO than which cms you choose. Choose the cms that will be easiest to create what you want and then work on your targeted backlinks.

The good CMS for SEO is must be crawlable by search engines in order to be indexed properly and appear in search rankings.
WordPress internal logic and link structure is simple and shared universally among millions of websites--so WP is familiar ground for search engines. This familiarity means that Google’s spiders can find what they are looking for, and index and rank the content with confidence.

I think, the good CMS for SEO is WP, and the number 2 is Drupal (drupal has a good SEF url implemented, no additional plugins needed.)

Wordpress was designed with SEO in mind so I would say it's the best blogging system out there (compared to say Tumblr, where my results have been very hit and miss) and there are a wealth of plugins available to help with SEO, but as someone else said it's your offsite actions that will have the biggest impact (backlinks etc)
    Blogspot is very strong too

I have actually tested this. I have 2 blogs with same content and keywords, and did same SEO with the 2. The result -> wordpress comes much higher on google search than even blogger, which is ironic but true. Plug-ins available by wordpress for SEO beats any other blogging platform anytime. AND the PR is better for wordpress as well! I had 1 for blogger and 3 for wordpress in 3 months time.

Also, I recommend wordpress if you are looking for better search engine rankings, but if you want to monetize, you WILL require a self-hosted wordpress blog. SEO is not affected of course, cause of the different plug-ins. BUT installing takes a bit of time. Visit wordpress.org for full info. Though blogger you can have adsense without a self-hosted blogspot, but then again they have low search engine ranking.

MANY think you can advertise on free wordpress.com as far as I remember, you can't add "adsense plugin" unless you have a premium account, which is costly and to get approved you need 25,000 visitors per month or some criteria like that. Also, text plug-ins doesn't seem to work. The script file don't show up and sometimes not even accepted when you try saving them. BUT this was a year back. I heard that somehow someone went around it, and now you can add. Though this is against their TOS and I know couple of people who's account was deleted for even promoting products through PAYPERPOST (program to earn through reviewing products asked by advertisers). HERE'S a link - en.support.wordpress.com/advertising/ (live links are not available to me yet)

But yes, use self-hosted wordpress to gain maximum out of your hardwork! Few reasons being
    1) Control over blog
    2)Plug-Ins available
3)Themes are far better looking and SEO optimized.
    4)Storage - blogger provides 1GB (i think) and wordpress - 3GB
5)Policies - Since it's self hosted, you make the policies and you can forget the above quoted TOS
    6)OWN ADS!!
7)Resale value - this is kinda obvious
8)Switching from hosts and domains etc - again obvious since its self-hosted
    9)much more Professional
    10) last but not the least, the answer to your question - BETTER SEO!

    DISADVANTAGES -
    1) time consuming
    2) its a bit tricky and make sure you do it right!!
    3) costlier than any other method or blogging platform - buying a domain and paying for hosting service :(

SUMMING UP - I would recommend self-hosted wordpress. I think the installation tips and files are available on wordpress.org, make sure of that please!
