    Get a link from google.com

    Seriously: get a directory list and start sorting them by pagerank. The highest the PR the more PR you will get. The more PR sites you get the more PR you will receive at the next update. But the best way is if you get a lot of links from trusted sites by user. They will ink you if you have a great content.

    Link building is the best way to get higher PR. You can submit to web directories, link exchange with webmaster in the same niche. It will be a slow process and require lots of patient. But you will get there eventually.

    You must go for some Off Page Optimization techniques like Directory Submission, Local Business Listings, Social Bookmarking on some High PR sites, article submission, blog posting and the like. It will take some time but will surely bring you some quality back links. But make sure to do everything in natural way, otherwise you may be penalized.

    :) thats not quite true... PR is ONLY about having a bunch of links. If you have a BULLSH*T site with no content, but you get a thousands of links for it, itt will have a nice PR...

    Link Building with proper anchor keywords and on do-follow sites. This is just a tip.
    But overall PR don't count on backlinks for your site. Site structure, steady traffic, repeat visitors, quality content, well placed keyword and site navigation, and proper web architecture are also considered, as i've read.

    You can also have or get PR juices from link exchange partnership with website who have a reputable PR and stable Google Rankings.
    Sometimes, I think Link Exchanging (reciprocal to 3 ways linking) is faster to get some PR during every Google PR updates

    Do not give your PR away with a hundred outbound link... Be warned!!! Every out bound link drives PR AWAY from your site!!!

    A few out link are okay, but not a hundred!!!
