I would say links from sites on different servers must help. Links from your target country probably help most - but some from others shows a "natural" backlink spread.
Yes, all high quality backlinks are very useful, if your looking for especailly good rankings in the USA, then links form the US are more authorititive, but links from the UK will still help.
Different C blocks seem to be what adds value to backlinks. That would almost require backlinks from different countries.
absolutely. Although I have a Turkish web site, web site has backlink from usa, uk web site so my web site rank are high on google.com.tr
Definitly they could. If they are relevant, etc. valid links not just spammy ones. In fact I think they might even help more...shows you have global appeal.
