you are being unfair here when you chose to buy links on basis of PR you are taking a risk, PR might go up or down, don't call someone scam for that your claim that the domain will drop to PR 0 is meaningless, neither me nor can you 'guarantee' that PR will drop or increase, may be the owner is already building more back links so that the site improves on its PR on next update? you might disagree with idea of buying/selling links but no need to call someone a cheat for that
