Hello, I know 10 is a average limit of keywords for a web page. But what if it is too long and has too much info and want around 100 keywords? Will google accept? I am sure it will make it as spam. SO what is the best solution for that following google TOS

I'm not sue if there's an actual physical limit but 100 keywords make your site look very spammy, it looks like you're unfocussed and just trying to catch any traffic even if it's not relevant. Also how can you possibly SEO for 100 keywords?

Your question doesn't make much sense.
You are 'allowed' to put anything on your site you want, Google isn't the web Police.
As to optimising for 100 keywords - on one page? 'allowed' but totally impractical -
over a web site - with each page being optimised for a different keyword? - well optimising each page on-site for different keyword is good practice, but getting 100 to appear well in serps will involve a lot of work, particular in terms of getting anchor-texted backlinks for each one if they are competitive keywords.
As far as the keyword meta-tag is concerned - put in 1 or 1000, it makes no difference - Google doesn't read it http://googlewebmastercentral.blogspot.com/2009/09/google-does-not-use-keywords-meta-tag.html

You can place unlimited keyword meta, because Google simply does not care about it anymore.

the number of keyword is depend on how "rich" your content.
you can put whatever number of keyword you want as long as your content is rich enough

In my own experiences, targeting 2 big keywords for your homepage and 1 main keyword for inner pages would be OK enough. You usually need to rank for more long tail keywords via page contents optimization but not via meta keyword tags.

    Have a nice day,

Google will think that your site is keyword spam if you use lots of keywords.

Putting 100 different keywords in your meta tag is bad and google will penalize you for it.

Its possible, but make sure your content (with your 100 keywords) is constructed in a natural way which contain quality / value / relevancy and not spammy. Its okay.
