I would consider these qualities to be a great link: 1. Relevant 2. From site with decent PR 3. From site with good Alexa ranking 4. From site with many links from diff C-Class IPs 5. From a site indexed in Dmoz 6. From a site with many pages indexed. 7. From site with good TrustRank (see MozRank) 8. From site not actively selling links 9. From an older domain 10. From site with good traffic.
Lots of good stuff here for a newbie like me. I have heard if you have to many links to your site to fast you could get a penalty keeping your website from rising in pr. Is there truth to this? Or is it because people have bad links? Im also a little confused on what a bad link is.

Quality links are links from reputable sites with high PR and huge traffic. Always try to get links from relevant sites/blogs/forums as relevancy counts more than anything. For example: if you are getting 1 relevant link and 100 irrelevant links, than 1 relevant link would have more weight than 100 irrelevant links. Hope this was helpful.

I agree with .edu and .gov links though acquiring those links takes a lot of effort together with high PR+dofollow links.
You can get qulaity backlinks through social bookmarking,forum posting, blog commenting and article submission.
I do not think link exchange will work but i am agree if we just exchange to get traffic. Google will punish any site that share each other links.

The higher a page ranks for your target keywords, the more valuable the link is. This rule of thumb will save you tons of time.
Get a large number of quality links is difficult or expensive. Directories, blog comments and bookmarking profiles are generally low quality. Some forum links are better quality. High quality links can sometimes be purchased. And the best is if you create to compelling link bait that gets lots of natural links.
