    when you change your site links then you have to re summit sitemap

    because without adding new content,submitting sitemap wil give harm to you

    There is better option. If you are adding new pages to the site, then its obvious for you to add these pages in the sitemap file and upload it in the root directory of the site.
    Then Go to Webmaster tools and submit the sitemap.xml over there. But if you are not going to add new pages to the site, then you need not to upload or update it every now and then.
    You can set the frequency to monthly and just resubmit it in the webmaster tools once in a month.

    I think you can control the frequence of the visiting of the spiders in your WMT. There is no need to resubmit the site. The spiders will come to your site according to the time line you ste for them. They will find your new pages by themselves.

    you can define in sitemap approx amount of time or you can use some auto sitemap update tool. sitemap its good process for Google and other search engine can crawl your website easily

    It will be on auto pilot once your site is indexed. Only thing you have to do is add the page link to your site map. No need to submit it to SEs.

    Submitting a sitemap is shown to increase spider crawl rate to your site - so if you have a new page you want indexed out, I suggest you submit it accordingly.

    There is absolutely no need to resubmit your sitemap to google (or anywhere else) after the first time (unless you move it for some reason).

    For what purpose?

    All you're doing when submitting a sitemap is telling the search engines where it can be found - you're not submitting the content of it. It wouldn't surprise me if you get penalised by some search engines for doing it.

    You're better off submitting your actual site url to Google every so often (but not too often) - I think the recommended frequency is every couple of months or so.

    I'd do neither.

    Submit the sitemap once you've decided on it's final location (usually the root folder) and never submit it again, unless you move it.
