What makes you think doing offpage seo then onpage seo? I think you can not have good results if you do not webpage optimization first.

You'll never hit the top spot of search results if you run off-page optimization first.
    On-page optimization is #1 priority.
First you gotta make your page well-tuned and only after that start link-building with other sites. Otherwise no one will link to your website cause it's not Google appealing.

On-page optimization is important, suggest go through the On-page optimization first before you go for Off-page optimization

If you have a good quality product, then only you can give advertisement in market.....
It doesn't make sense to advertise first without having a quality product for which your are advertising.

So, On page first then off page optimization.

    Mate, for your information:

If you don't have unique titles (onpage) quality content (onpage), headings (onpage) and other onpage factors, than how come you can start offpage optimization? Onpage SEO "supports" offpage SEO. So try to work on your onpage first and than go for offpage.

You can start the off page, but it will take you more time to reach in top 10.

My advice would be to stay away from anything automated, and anything that seems like a scheme or trick tactic. The best way to get off page visibility (links and mention) is to attack an extremely high quality inbound link strategy over 6-12 months. Don't waste your time with low PageRank website, pay the cost to get the best links from PR7 and PR8 websites.

While I also recommend doing on-page first and off-page second, it can actually also work the other way round. I currently have an unfinished site sitting on the top of page 2 (not 1) for a fairly competitive term, because I went ahead and started building some backlinks, even though my main content and the on-page optimization isn't done yet.

I'm not saying this is a clever thing to do, just that apparently, it's possible.

    Yeah,

You can work out on off page optimization before on page optimization because it gives ultimate boost up to you keywords first and as well your website also. But make sure your website must be optimization for those keyword which you will have targeted in Off optimization because that's the main deal in this situation.

I'd say, don't even bother building links until you've got a website that is optimized for your keywords, designed well so that it looks good in most popular browsers, and provides something of value to its visitors. If your site is actually good, your link building will be many times more effective because people will pick up on it and pass it along to their own friends.

It is possible to get traffic with off page focus alone, but you're really just giving yourself more work in the long run.

I say do both at the same time because Google will notice you fixing up your site and see that you're constantly making improvements. Besides, there's always more ways to improve your site so that will never stop.

Better check the on page first so that you won't have any problem when you are already starting building links.

Think about your question for a second. Why would you want to promote a website which has not been fully optimized for the search engines?

definitely You must start with on page factors first then thin about off page here are some steps for u :
    1. Identify your target keyword(s) for each page
    2. Use the target keyword in the page name/URL
    3. Use the target keyword in the first four words of your Title Tag
    4. Keep your title tag to less than 65 characters and make it unique
    5. Use a single <H1> style tag for your page headline
    6. Include your target keyword in the <H1> tag
    7. Make sure the body copy includes the target keyword
    8. Write a unique, compelling meta description that includes the focus keywords
