Looking for android programmer

i need android programmer who is able to add Arabic language to HTC desire rooted rom or non-rooted rom.

the rom must have the following features:
1 - read Arabic language everywhere.
2 - write Arabic language through HTC official keyboard.
3 - stable, which means no force close on browser or photo album ..etc.
    4 - device menus in Arabic/English ( i can switch between them ).

note that i am a programmer myself, but i have no time to start looking @ android sdk, so i know how much the costs range would be.

note that i don't need you to provide me with a simple font, because Arabic needs shaping too not just font.

and finally, don't use the free Arabic support code, because it's not good and it causes too many troubles.
however, if you want to upgrade it and fix it to work with HTC desire rom with all its components without replacing the default apps, it's up to you.

i just need it done and working perfectly.

please pm me for a quote, i need only a professional job.

oh and i prefer if the language add-on is just an .apk file, so it can be installed on the device every time there is a new rom version from HTC.
