Google is not assigning PR to my site. is three way link buiding may be the reason for the same? Please give me your suggestions....
for increase the pr only make link with use of any type of link building (one way, reciprocal, three way link building) but make sure that make link only on high pr(pr 3+) sites with your keyword and target the home page.
You have to wait for the Google Pagerank Update if you want to see if your three ways LE was successful or not. Because Google PR not change in every time or everyday basis but there's no one knows when the update will be held. Just Google know it..
You'll have a bit of a wait before you see any change in pagerank. But really you're better off paying no attention to it whatsoever. Many webmasters get hung up on PR when really you should continue writing great content and building quality backlinks. So often you'll see a PR 0 site outrank a higher PR site....forget trying to work that out, only Google knows

I think too many people try too hard with getting a page rank, I have learnt that trying to play the system with link building strategies just harms your site, there is one simple method for getting page rank, build quality content and get good quality links from high pr sites, I have a few links but they are from pr sites 3, 4, 6, 7 so this next update I am expecting a rank of 3 possibly 4. Just chill and build content you will get there
Sometime it take thick times for PR update, however effect of SEO will be visible in your SERPs very fast, withing days.
The PR toolbar is generally only updated 4 times per year. You may not have given it enough time yet. As a side note the tool bar is actually due for an update.
I cant comment much about 3 way Link building as am I newbie to that method. But why don't you use one way link building to ensure better search page rankings for your site. Reciprocal link building is also helpful to a great extent.
The simple answer is sometimes it takes a while. I've had website I've been working with be stricken with a 0 PR for weeks, and then suddenly jump up to a PR2 once Google updated its information. As long as the link building practices you are using are sound, it is bound to happen.

I wouldn't focus on it to much. Just try to focus on getting good god content on with proper seo and also work on you backlinking at the same time .It will come to you eventually i got a page rank of 1 and it took me close to a year so i wouldn't worry about it too much.
I guess you must need to build more backlinks for your site at the same time you keep updating with good contents..I know a lot of blogs that has PR increased with just only doing quality contents
Personally show some patience = ) It'll come and be rewarded in due time if you have done the work and are offering a good quality site and content. I am also waiting for the next update hopefully my results show.
