Dreamweaver CS4 makes it quite easy to build Div sites, rather than tables which are old school and suck for SEO. There are some good 3rd party tools out there too . . .

Divs have been part of HTML since at least version 3.

W3school is great.. but also just google some tutorials and you can start learning that way.

If you want to buy a book, Headfirst CSS is good.

Start with the basics, google for tutorials, or head to sites like http://www.tizag.com or w3schools. Then when you get the grasps, head onto further tutorials based on the specifics you need such as center aligning an entire site etc.

Just keep in mind that you can't make a real site using plain html. You will need to learn some javascript and php at least . What about tutorials - w3schools.com has the best I've seen.

Pretty much all html online manuals give you idea about divs and css, so I'm not sure you have a good knowledge on html.
You might also want to use some software like dreamveawer, but i'd recommend using it only when you would already have a good html basics.

You must read a very good book CSS: The Missing Manual. w3schools and htmldog both are great for basic learning online.

honestly, go for table design is you are new.. unless you are looking for headache.
I'm not saying divs are bad, they are not bad.. but will save u a heck of time and curses
