No, if you cannot legally gamble then you most definitely cannot own a casino, online or otherwise.

Can't go into a casino, but wants to own one?
    Now that is thinking BIG!
    LOL

But true, how in the world would a 14 year old get a casino?
Even to become an affiliate of a casino you would have to prove your age as they do not take minors.

Thanks for the answer eddy. What about if it was under someones name who was over 18, for example my friend in the US, he would run one part of the casino, marketing etc. I would promote, run the main site etc.

Just because I am 14 it does not mean I am an idiot who has no webmaster skills at all

you can do that, but most people won't gamble on no name casino, I learn that after spending months promoting my casino. Most people go with partpoker, partycasino, and other well know casinos.
    Anyway good luck

Online gambling is illegal in the US.
If you run such a website, you can get arrested if you live in the US or ever set the foot here.

You could probably be a affiliate of like partypoker or others but you can't own and operate your own casino also how could you come up with that much dough anyways.

Your 18-year-old friend in the US might care about US law, if he becomes the "front" for the site. There may come a time when you do want to come back to the US (hint: there is a heck of a lot more here than Disney ;)), and that would put you at the mercy of US laws. Two Brits who run online betting sites have already been arrested here.

I think that most of the big online gambling operations do business from places like the Cayman Islands, where the laws are less restrictive.

Take a look at where the sites listed above are located. For many if you hear the word "Islands" and especially Cayman, it's like a bell goes off to intensify due diligence...

Join the 888.com affitive system and stick their crap all over it and make money in the process. That is what i would personally do because i dont really want to be sued for making a gambling site, and i am sure you dont want that either.

I would suggest referring people to established casinos (using affiliate links) instead. This saves time and trouble + you are not doing illegal things.

You could start a casino review site or something.
    Nothing wrong with that ;)

Exactly, try using affiliate link first, see how well you do with that, some of those affilate pay very well, but conversion is low. So it makes it up.

Anyone at any age can own a business. So yes you can own a casino. However, you would not be allowed to step foot inside. The system is full of loop holes so listen carefully here is what you have to do.

    1. Register a business name (not related to gambling) cost $100.00
    2. Take that name and corporate it cost $500.00
note: When you corporate find at least 1 other person who is of and
has no criminal record. For gaming licence purposes. This
person will be the registered owner.
    3. You would also need to funds accessible to cover every chip on the floor
note: if you have $1,000,000 in chips in play then you have to have
$1,000,000 in cash on hand to cover each chip

Also you can consider an online casino. You start a free casino where people can play offering various prizes such as cars, houses etc...but when they register you charge an entrance fee say $49.95 plus a monthly fee say $24.95. This way the person is not paying for gambling they are paying for membership. There is no licence required on this basis.

    Prizes:

    Starting points: 4995
    Monthy points: 2495

1st prize Home value $250,000 points required 250,000,000 points
2nd prize Car 1 value $125,000 points required 125,000,000 points
3rd prize Car 2 value $75,000 points required 75,000,000 points
4th prize Car 3 value $15,000 points required 15,000,000 points
ect...i think you get the idea

This way you limit the games with an estimated number of plays that would required to reach that level

What happens when person runs out of chips
They can renew membership or what until their monthly membership is renewed.

    Renewal fee: $39.95 = 4995 in chips...they save $10.00 on immediate renewal.

So any person can own a business at any age. Let's see.

Find some poor sucker who is clean and willing to take the rap and have you take all the cash. And who owns the business?

I think the idea is not to have to have that much cash on hand. And if you don't have the cash, who cares? It's not like it's your company anyways, right?

Games of chance and sweepstakes are typically subject to state requirements in the US.

Technically, you can do whatever you want. Whether or not you will find trouble is another issue. I don't want my post to come off as sarcastic but this isn't exactly what it purports to be. Even on it's face the opening representation isn't true. Do yourself a favor and find a more productive way to make money instead of trying to find suckers and 'easy money' like most of what the Internet population is trying to do.
