One billion within 3 months? Did you really mean "at least 1,000,000,000" visitors in three months? I wonder if there is a keyword that has such a high search volume as your preferred. Even it is existed, I do not see a way you can optimize the website for those highest competitive keyword type to rank in Google first page within 3 months. I would recommend you to consider some major off-line advertising, including television and media press release plus a magazine to archive those results. I do not think you can solely rely on SEO to get it.
1 billion? how much budget they gave you? this will involve a lot of work, not to say that it is almost impossible. but you need to combine both online n offline advertising.
You can do banner ads, television popularity and all the ways to reach people. Submit to your site to all major directories, get more backlinks, submit articles, press releases and all on page optimization in vigorous manner. For this, you can refer the following site.
