Yes, you have get as much you can backlink from high PR.
If you have a lot of friend that have site with high PR, ask him to place your link in their blogroll. If you get more than 10 site with PR 3+, I'm sure your site will get at least PR1

First, try not to get too wrapped up in your Page Rank. It has very, very little to do with your actual ranking in the SERP anyway. PR is only very useful when it comes to placing links on other sites. To boost your PR, you can try writing informative article and post them in populate article directories like Ezine, article city etc.

Having quality content together with creating quality of inbound links helps your site get high PR value. Quality deals with relevancy, so create links from relevant and DoFollow sites because Google gives more value on them. The more quality of inbound links that you are getting, the higher chances for your site to get high PR value.

PR doesn't equal traffic. I think you have misunderstood their relation. And if you are looking for PR, you shall not pay much attention to your PR. It has very, very little to do with your actual ranking in the SERP anyway.

But if you want to boost your PR, you can write informative article and post them in populate article directories like Ezine.

I am sorry but you are wrong here. I have come across forums in nearly all niches that allow signatures. Actually a few months ago I was offering a research service for forums that allow dofollow signature links. There are marketers in every niche and in every community, forum admins are aware of it and if you do it correctly, without spamming the forum or annoying other members you can find success in forum marketing as well.

SERP and traffic is what Im looking for then, but it's easier to get better SERP when I have higher PR, right?
I heard profile linking wasn't much effective, is that true?
Will an anonymous proxy software help me to increase my PR?

Page rank is part of the SERP ranking algorithm so yes it will affect positioning.
Any one way backlink which is not a no-follow link is good unless it is from a bad neigbourhood, like a warez or porn site.
I don't know about anon proxy, but I very very much doubt that Google would like it much. I wouldn't use techniques like that, it is a bit 'black hat'.

The simple rule of thumb is try building backlinks from high pr sites. The more you have backlinks from high PR sites (preferably higher than your site PR), the higher will be the chances of your site getting higher PR as well.

Its a fact that if you have so many PR3 backlinks your will get a page rank 2 page. This works the same for PR4's, 5's, and all the way up. So if you have many PR5 backlinks Google will give you a PR4 on the next update. If you are interested in these links look at my signature. Thanks John

Does it matter a lot if the high PR website that links to me isn't relevant to my website? I mean, does it matter as much as the PR? If many PR5 websites (with no relevancy to my site) links to me will I still be PR4 or will that just decrease my PR?

for online success you dont need PR you need traffic and for traffic you need to be ranked well in search engines

I totally agree search engine bots see links as links

    take PR as a bonus
