I just noticed this mail sent by paypal on April 9th in my friend's mail

so this means, we can't have an outstanding balance for over an month ??
my friend pays to his host once every 2 - 3 months, so he has to pay now early ?? he doesn't prefer using CC as he hates paying excess tax so he uses paypal funds to recv. cash from ads and send it to hosts,

does this affect all Indian paypal account holders or only Premium account holders ?
    its too confusing

That's a very good question, lol.
On topic: sounds like a scam to me, anytime I receive something that looks remotely suspicious from Paypal (or someone claiming to be Paypal), I just call them up and find out whether it's true or false. Much easier than worrying about a problem that may or may not exist. Pick up that phone and call them if you aren't sure or if it sounds irregular.

I use my friend account for my personal paypal transactions as well, we both use single account as my account isn't activated yet with the PAN info
And for the info I don't think the email is fake, I have asked my friend to write back to paypal requesting more details and clarifications about it.

the problem stated above isn't about sending money but with-holding funds in paypal account, paypal states by above statement, Indian Sellers can't have funds in their paypal account for more than 30 days since the day the amount has been deposited into your paypal account,

p.s: still waiting for my friend's response on his email to paypal dept about the same

If it is true, then it is pretty hard. Then Paypal has to make a system by which all payments received will automatically be sent to bank and all payment sent off is sent from credit card. What do you say? We cant do manually all the times.
