even IF banned Google certainly is human and will check whois database - when a re-application comes in for adsense on a site once banned if NEW owner of domain and domain IS CLEAN and professional there is no reason why G should punish a NEW owner a friend of mine first got rejected with his large traffic site when applying a year ago for adsense i recommended a few changes and weeks later ... may be 6-8 weeks later he reapplied and got approved instantly a site is banned for unethical or criminal behavior such as self clicking or so ... or improper content may certainly get reapproved IF a totally NEW legal owner is registered in the whois. a deep look at a site shows wether a site has been used for clean business or monkey business. all the rest is up to the NEW owner to qualify by publishing clean professional and useful content. think Google-like they too WIN from every additional adsense account - hence they too want you to qualify for adsense. comply to honest business standards and there is no reason why approval should be withheld ... IMHO!
How does google determain that when whois information can be changed completly alongside registrar transfer and nameservers?
