    logon to adsense under manage ads there's a setting to display public ads, or display block colors or display your own ads

    how old your site? If you are using adsense for the first time with this website give google few days to understand the category & content of your website. It will be ok soon.

    Page Content is the most important way to get better and targeted adsense contextual ads. No content or very little content may result into Public Service Adsense ads. I have seen sites which has only images but no content, in such case Adsense may show PSA ads.

    If there are no paid ads to show on your website then Adsense shows public domain ads and you don't get paid for showing those ads which I think is quite fair.
