Links and quality content. I wouldn't focus on PR though. It does not translate into SERPs directly.

 

PageRank is not that important these days but yes, some webmasters do prefer it today.

To improve your PR:

1. Write quality content with your keywords in it (keep everything natural)
2. Submit your website to quality, high PR and relevant sites/blogs/directories
3. Update your content frequently so that Google can crawl your site quicker.

Remember, PR is also based on internal linking structure; like how you have managed your site by linking internal pages of your site.
