If you find someone to do this for 100 a month they won't be very good the going rate it around 350 a month and that's just for off page seo.

The amount of work you are asking for, in order to achieve any real tangible results, would require north of 1k in SEO budget. That's with multiple full time employees working in Asia doing data entry and US/UK writers. If you can find someone who does it for $100 and still able to deliver the results, I'd pay that person 100 times and do the same for 100 websites and make an absolute fortune :-D
