Did you notice DP forum has a dmoz section? You can find information in there about how to get listed in Dmoz. The main thing to remember is follow the dmoz guidelines when submitting. There is no need to bribe an editor. There are other quality directories out there you can pay to get listed on while you wait for someone to approve your dmoz submission. I did not bribe an editor, I just asked the editor in my section why I had not been approved. He said he actually never saw my request and that the site looked good. He added my site to the directory the next day.
DMOZ is a free website directory. Yes, it is free absolutely. If your site has met their minimum request, you can submit your site to the relevant list.
