If you have a new website with a lot of pages and you notice only a couple are indexed by google can you create backlinks for each page individual page and get those individual pages indexed faster? I'm not sure if this is a dumb question or not..

If possible you can link all pages to homepage. Internal linking is the easy and one of the best ways to get all pages indexed.
Also getting backlinks for individual pages can help you

Your all pages should get indexed by Google.i.e each page should have quality content on it.
Each page should have good meta description and title.
So that home page get more links.
If all pages gets indexed by Google then if you have a sidebar present on your website with link to all internal pages; each page will have some good Page Ranks.
Also create internal links with full path and anchor text
    Thanks

You should always get some backlinks to inner pages on your site, but if its a new one and they arent indexed yet you should instead make sure you generate a sitemap for your pages and submit that to the webmaster tools.

This is a so called "Deep Links" and yes it could help your inner pages got indexed faster, or just being indexed at least. However, I would recommend you submit sitemap via Google Webmaster Tools at first. This could help your inner pages for being indexed easier and properly too.

It might be the problem of your site structure. It is better to create a sitemap. Of course, creating backlinks for each page individual page is also a good method.

Try to improve the internal and external navigation of your website. Also work out of using header and footer portion of your website to place out your inner pages links there in the index or home page.
With the help of this process you will be improve the indexing ratio of these inner or sub pages of the website.
