I want to get specifically targetted traffic for my site i.e. traffic who truly needs use of the site, but the difficulty is how to do so.

You can use Article Marketing in which you submit articles related to your site then people who read your articles will most likely interested to visit your site.

You can also use PPC like Adwords in which you chose the keywords that is in relevance to your site, of course, people who click your ads are those who are searching for it.

Try to find keywords that you can actually rank for in google. Keywords that have a relatively high search volume but lower competition. The most effective way to bring traffic is the search engines because you don't have to do as much you just get traffic all the time on autopilot. Writing articles or submitting videos will help you rank better and also bring you referral traffic from the links in your videos and articles. Just remember to choose relevant keywords and try to pick some that you might actually have a chance to rank with.

Another thing to do is find sites that are similar to yours that are already getting ranked and try to get a good link on them. Comment on a blog post or whatever. Most people don't mind this as long as you actually contribute something of value.
