I've got the result. My blog is about 28 days old and had got PR2 in the last update since it was an Unranked one.
What you added is not a "xml sitemap" but a "rss feed". (http://orionornamentaliron.blogspot.com/robots.txt - line 7) Create a xml sitemap using "online tool" or a plug-in for blogger (sorry I do not use blogger and cannot help in this manner), and make sure you submit a ".xml file" (should be http://orionornamentaliron.blogspot.com/sitemaps.xml) You can also reSubmit your homepage to Google here. It depends upon the Google PR crawl.You start to get back links and Google crawl your website after 15 and assign you pr 2.It is not a big game.
I got a PR5 in around 20 days with a simple Wordpress blog and a very low number of links. Also got a PR6 in around the same amount of time - this time with < 50 links.

I have never heard that linking to high quality sites or blogs (outbound) help your seo effort in any way shape or form. I do not believe that part of your article is true. Everything else seems good.
Here is the problem about PR. PR sux.... No need to go and sacrifice anything to get a high PR, "UNLESS" your going to sell the site or sell advertising on your site.... Thanks for sharing the article though.
Don't put too much weight into PR because Serps rely on many factors other than just PR. Not trying to be a buzz kill congrats on getting to PR2 and thanks for article.
