    It can be very easy... save your psd as a jpeg, then write the following:
    <html><head>The Name of Your Site</head><body><img src="theNameofYourImage.jpg"></body></html>

    Best way, and most effective, would be to learn html/css and type that puppy up.
    Focus on developing individual things, your text-boxes, headers, buttons, separately...

    Then put them all together.

    There are no automatic solutions for this thing. Photoshop can make you html page from your PSD in table design, but my suggestion is to learn HTML and CSS and do it yourself.

    A lot of beginners like to use the slice tool in photoshop. This doesn't generate pretty markup or css, but it does the job if you don't know what you're doing.

    Christmas on a cracker, we get one of these what, every week now? We'll have a bunch of same***'s pointing him at fireworks/dreamweaver or some other wysiwyg bullshit, where IMHO even starting a web design in photoshop is so completely back-assward I can't fathom how anyone can work that way... but then I see the results and go "oh, ok, so you could give a flying *** about accessibility or if the page is even useful/deployable"

    The best tool lies between your ears, assisted by a flat text editor. Notepad is a bit spartant, but EditPlus, Notepad++, Crimson Editor, Text Wrangler, gEdit - any of those would serve you well.

    Automatic? How is any 'tool' supposed to know what's a heading, what's a list, and what's a paragraph? ANYTHING output by an automated tool is going to be fat bloated rubbish sleazed together any old way - anyone says differently they're either incredibly naive, uneducated, or selling something.

    Of course with all the sleazeball shits that populate the web development community these days you'll have plenty of nimrods trying to tell you otherwise.

    I am not sure if any tool does it but you can use Photoshop's slice tool option to do it. If you take service from a good web designing company, they will do it for you.

    Ok, you can use SITEGRINDER PSD TO HTML PLUGIN. but this will generate tons of codes HTML AND CSS. you may not even the like those css.

    The only way how professionals are doing is by handcoding pure HTML and CSS, selecting parts of the image from the PSD for background, header, menu, footer, content etc.

    Using slice tools and saving as HTML AND IMAGES, will generate html file with tables, and still you can modify it. But it is all table.

    To create pure css and html file, you have to learn it.

    Well in my opinion Adobe is the best tool if you have good command in it. Nothing like Adobe Photo-shop.

    Automatic CSS generation doesn't really work. You'll end up with a lot of useless, slow code. I would suggest using tables before an auto-CSS solution.

    Unfortunatly there isn't a good tool. The best solution is contract a professional service for PSD TO HTML conversion
    or to Wordpress if you need a CMS.

    The cost is unexpensive compare to the result.

    its fairly easy if you have the time if not then contact someone else, those tools that can do that will result in horrible coding & problems plus its highly inefficient.

    Best in your case is hiring a web developer. It will then happen almost "automatically" for you.
