Do you mean anchor text? The anchor text is even more important than the link itself.
The anchor text let Google know what is that page all about. You should always use your keywords as an anchor text (wherever possible).

I don't think the 'title' attribute is given much importance by search engines. They haven't said anything officially about it.

I don't think this parameter would be very important since most people just don't use it. So you would get some low grade site having their links ranked higher just because they contained titles, as opposed to a great site which is linked by a non-title link. This wouldn't make sense for google.

I don't think so it help much in SEO. I 've never heard any one pay much attention on the "title" (maybe only me:) ). Often people pay much attention on the anchor text.

Even it does help a little but it does not hurt to just put it in. :)

It likely does not have any effect in terms of SEO, but who cares really. It can be helpful to your visitors so why not use it? If it will help direct a user to click on it and possibly bring you more traffic then it couldn't hurt and it surely doesn't take much time to implement

I don't use it but it could be helpful if you have lots of links and want to help users get around the site.

Thats how I use it to, I never use it for titles and never read anything of a link being more SEO friendly if it has a title.

alt image tags play a similar role to anchor text of normal text links.

This attribute is not so important. But If you are using this attribute, it may be helpful a little for your title.

When you link to your website, I recommend that the linking text you use contains the keyword of your page, this will help improve your rankings slightly more as opposed to using 'click here'.

    Hope this helps =)

I don't see where there would be any advantage to it.
