I would say that's inaccurate but that's my own opinion. People say that on page criteria is not as important as off page criteria and i would agree, but that doesn't mean we should just ignore the on page criteria. For example, you need keyword targeted meta tags in order to rank for specific keywords. There's a lot more to on page optimization then a good title-- and content doesn't make up for a good description meta tag. Here's my list: domain name (with keyworded) Meta tags (description, title, etc) Title (with keyword) h1 tags (with keyword) Keyword in the first 90 characters of the page Keyword sprinkled content (2-5 times)
Title, < 8 points. Keyword oriented content with keywords without keyword stuffing - 7 points. H1/H2 tags etc - 5 points is the order of importance I would presume and use.
