I totally understand what a C-class is. What are you not getting? Those are 110 websites, not only on different IPs, but different C-classes. You have a total of 110 websites that you are going to own, with incoming links on a way that is going to make them valuable. 10 of the most important websites are going to link to your main site, but you can use any of the 110 sites we are gonna create for you, to link anywhere.

No. A linkwheel is basically a "link farm" with a nicer name. All the sites link to each other on a "wheel fashion" way (http://linkwheels.org/wp-content/uploads/2009/11/linkwheel8.jpg). They are easy to spot, and no as near effective as people who sell them try to convince you. On this case, you have a network of 110 websites. You are going to get links from the most important 10 (the "rockstar websites") and some of the other 100 (the "power websites"). And, ALL the sites are going to have more than 1.300 links to them (spread across the network). You can get a link from every website (that's 110 links, $2,7 each), from every PAGE of the 110 websites (like 440 links, that's $0,675 each) or whatever you want. But WE DO NOT RECOMMEND that. If you don't wanna raise any flags, just get links from 10 rockstar+20 power sites, and use your network for smarter things (like linking the pages that already link to you, link to your niche sites, exchange guest posting with sites that you don't own or even monetize them with CPA).
I will link to your site from the 10 "rockstar websites" (from posts and from blogrolls) and from a random number of "power sites", usually 20-40. You can ask me to link from up to 55 websites. I won't do more, cause that's gonna get risky. You can start adding more links to your money site(s) slowly, if you want all the 110 websites to link to you (really, not a great idea, there are better ways of using them).
