Buying picture modified to a cartoon

    i have a picture of a person. i want to add certain things to that person and turned that into a cartoon..

    can you do this? how much will you charge? how long will it take?

    pm me with some samples..

    cartoons must be really cartoony not look like just couple of filters were added

    plus they must be scalable. thanks
