    There are tons of free wordpress theme sites/directories where users can submit their themes.
    I was wondering if there's any plugin to set this up.

    Need thumbnails on the homepage with demo and download counters too.
    I have installed wordpress, could anyone please help me set this up?

    Try to Search "Wp Gallery Plugin" or similar term and You'll get one or Hire a Coder and he'll setup for you in No time.

    try doing it manually first then, most people will come to your site and upload their theme themselves

    usually you can add some widget on theme plug in > theme editor > widget,.. you can add some script like flag counter and etc

    simply if your wordpress themes support widgets.. you can add script with text widget. add your script like counters, flag or others here. only paste it.

    You can use Gravity Forms plugin to fetch details from your theme submitters and create a post automatically. Check with the developer to find if it supports file uploads
